＜事件の概要＞
SOSトーチャー国際事務局は信頼できる筋より、2006年3月17日にレン・ジーユアンさんがインターネット上に掲載された記事を根拠に「国家転覆煽動罪」で10年の刑期の判決を受けたという情報を入手しました。正式に起訴したのはジャンドン・ジニン検察と報じられています。
入手した情報によると、レンさんは2005年4月28日に武漢、上海、江蘇省に旅行に出かけました。彼が正式に逮捕されたのは2005年6月17日ですが、同年5月10日にはすでに江蘇省の南通で拘禁されていたということです。拘禁の理由は、彼がインターネット上に掲載した、「民主主義への道」という、人々には圧政を暴力的な手段で転覆する権利があるという意見を表明した文章でした。また、「中国本土民主主義前線」という組織の設立のための計画を作成した嫌疑もかけられました。
2005年9月30日、レンさんはジニン市中級人民裁判所で国家転覆罪で審理を受け、ツァン・チェンマオ弁護士が「無罪」を申し立てました。2006年3月15日にジニン国家防衛局がツァン弁護士とレンさんの父親に、2006年3月17日に裁判所が判決を出すと通知しました。
SOSトーチャー国際事務局は、レン・ジーユアンさんはじめ中華人民共和国で恣意的に拘禁されているすべての人を速やかに釈放するよう、要請します。

- いかなる情況にあろうとも、レン・ジーユアンさんの心身の安全を保障すること。
- レン・ジーユアンさんの拘禁は恣意的なため、即時彼を釈放すること。

Arbitrary Detention / Freedom of Expression
The International Secretariat of OMCT requests your URGENT intervention in the following situation in People's Republic of China.
Brief Description of the Situation
The International Secretariat of OMCT has been informed by a reliable source about the sentencing of Mr. Ren Zhiyuan on 17 March 2006 to 10 years imprisonment for “subversion of state power” on the basis of an article posted on the Internet. It is reported that Shandong Jining Procuratorate issued the formal charge.
According to the information received, on 28 April 2005, Mr. Ren departed on a trip to Wuhan, Shanghai and Jiangsu Province. Although he was only formally arrested on 17 June 2005, he was already detained on 10 May 2005 in Nantong, Jiangsu Province. Reason for the detention is an essay disseminated on the Internet called “The Road to Democracy” (Minzhu zhi lu), in which he expressed the opinion that the people have the right to overthrow tyranny by violent means. Mr. Ren was also suspected of drawing up plans to establish an organisation called “Mainland Democracy Frontline”.
On 30 September 2005, Mr. Ren was tried for subversion at the Jining Municipal Intermediate People’s Court, at which time his defence attorney, Mr. Zhang Chengmao, submitted a “not guilty” plea. On 15 March 2006, the Jining National Defence Unit notified Mr. Zhang and Mr. Ren’s father that the court would deliver its judgment on 17 March 2006.
The International Secretariat of OMCT calls for the immediate release of Mr. Ren Zhiyuan and all others arbitrarily detained in the People’s Republic of China.
Actions Requested:
Please write to the Chinese authorities urging them to:
- Guarantee in all circumstances the physical and psychological integrity of Mr. Ren Zhiyuan;
- Release immediately Mr. Ren Zhiyuan since his detention is arbitrary;
- Ensure in all circumstances respect for human rights and fundamental freedoms in accordance with international human rights standards and international instruments ratified by the People’s Republic of China.
