The Declaration of the Levelers Association and its General Policy (1922)


The Emancipation Edict represented a legal solution to Buraku discrimination but prejudice and discrimination against them continued. As a result, Buraku people started to take action against discrimination with the foundation of the National Levelers Association in 1922. This photograph is of the Declaration and the General Policy of the National Levelers Association that were adopted at the founding convention. This declaration is Japan's declaration of human rights. It expressed human dignity and stated, "Let there be warmth in society".
