Petition Drive Seeking State Measures for Buraku Liberation


This was a nationwide campaign that had the support of local governments and labor unions. In August, 1965, the Cabinet Dowa Policy Council submitted proposals stating that the solution of the Buraku problem was "the responsibility of the State as well as an issue that all the people in Japan should tackle". Four years later, the Law on Special Measures for Dowa Projects, the first of a series of laws, was enacted. The last of these Special Laws will be effective until March 2002. Since the enactment of this series of laws, a Series of special measures have been implemented for the improvement of the conditions of Buraku people's lifestyles and their communities.
