Urban Buraku Communities - Before the Enactment of the Special Measures Laws


The population of urban Buraku communities has increased as a result of migration from rural areas where people were suffering from poverty. In this community, which is located in Osaka city, comprehensive measures based on opinion surveys of residents have been implemented. This picture, taken in April 1958, shows the community before the enactment of the Law on Special Measures for Dowa Projects. It had extremely narrow roads and an insufficient drainage system.
