The National Campaign for the Enactment of the Fundamental Law for Buraku Liberation


In May 1985, a national campaign calling for the enactment of the Fundamental Law for Buraku Liberation was initiated. The bill contains measures for: i) the improvement of inferior conditions of Buraku areas, ii) legislative restriction of malicious discriminatory practices, iii) effective remedy for victims of discrimination, and iv) promotion of human rights education to eliminate discriminatory consciousness. This photo shows a mass gathering of the campaign. As a result, the Law on the Promotion of Human Rights Education and Human Rights Awareness-Raising was enforced in December 2000. The campaign also calls for the law on remedial measures for victims of human rights violations, which includes the creation of a Human Rights Committee that has the power to make decisions independent from the government. This campaign has increasing prospects of success.
