Rural Buraku Communities - Before the Enactment of the Special Measures Laws


Before the end ofWWII, residents of rural Buraku communities usually made their livings from tilling farmland, acting as security guards or disposing of dead cattle. There were few Buraku families who owned their ownland before the post-WWII agrarian reforms were enacted. Rural Buraku communities accounted for 80 percent of all Buraku communities. They were located in undesirable areas like wetlands that were often flooded. This photo shows a Buraku community in Kyushu before the enactment of the Special Measures Laws, it's wooden bridge was destroyed every time there was a flood.
