Conditions of Undesignated Buraku Community 1


Despite legislative measures based on a series of special laws to improve Buraku communities having been implemented for more than three decades now, there are still about 1,000 Buraku communities that were not designated as Dowa areas where the Special Measures Laws were implemented. This means that they did not receive any of the benefits of the Buraku-targeted legislation. Due to poorly constructed roads, vehicles and pedestrians are forced to pass through private yards. Also, because of poor drainage systems, roads and alleys are prone to getting muddy. This photo is of an undesignated Buraku community in Fukushima prefecture.
